ICBC Enhanced Care: Starting May 1, 2021, ICBC is introducing new Enhanced Care coverage which will impact your car insurance coverage. We’ve also made changes to BCAA Optional Car Insurance.
ICBC Basic Autoplan
Make sure you’re covered. ICBC Basic Autoplan is the mandatory coverage you need for vehicle in BC, providing the minimum amount of protection required.

From May 1, 2021, ICBC is moving to a ‘care-based’ insurance model, alternatively known as ‘no-fault’ insurance. This means that in most cases you will no longer need to sue someone that caused a crash for compensation to get the care you need above a coverage allowance. Instead, you will receive essential care to fully recover from your injuries for as long as you need it – there is no limit, plus, there are many other new and extended benefits. No. As of May 1, 2021, the benefits and changes Enhanced Care brings will automatically be applied, regardless of when you renew. You will not need to make any changes or adjustments to the coverages on your car insurance policy until your next renewal.
Good news! Under the new Enhanced Care model, ICBC has shared that insurance premiums will reduce on average by 20%, or around $400. Some people will save more, some less – the exact savings you will see will depend on factors such as your coverages, driving history and experience, your vehicle and where and how it’s used. You can also use ICBC’s estimator tool to see how much you’ll save under Enhanced Care.
If you’re driving in BC and another driver crashes into your vehicle, ICBC’s new Basic Vehicle Damage Coverage included in your basic car insurance will cover your repair costs up to $200,000. This will not impact your premiums, because you did not cause the crash.
If you’re responsible or partially responsible for the crash, you will need to cover the costs to repair your vehicle. Purchasing optional collision provided by BCAA or ICBC will provide the protection and coverage required if you are found fully or partially at fault for the crash.
If you’re injured from a hit and run, ICBC’s new Enhanced Care coverage will provide the care and recovery benefits you need, for as long as you need it. Enhanced Care automatically comes into effect starting May 1, 2021. There is nothing you need to do.
If your vehicle is damaged from a hit and run, starting May 1, 2021 your coverage will work the following way:

|If you don’t have optional Collision from ICBC or BCAA||ICBC will provide a one-time coverage for vehicle damage from a hit and run until your next renewal.||To continue coverage, you must add Collision or Hit and Run coverage from ICBC or Collision and Hit and Run coverage from BCAA.|
Yes, ICBC will still determine who was responsible for the crash. Drivers who cause the crash will pay higher premiums. If you didn’t cause the crash, your premiums won’t be impacted. The most dangerous driver will still be held accountable and could be sued for compensation if convicted for certain Criminal Code offences (such as impaired driving).
When Enhanced Care coverage takes effect on May 1, 2021, ICBC insurance will cost less. That means many British Columbians will be owed a one-time, pro-rated refund. Your refund amount is the difference between what you paid when you last renewed your current ICBC insurance policy and the new, lower cost of Enhanced Care, for however long your current policy extends past May 1. To find out if you’re eligible for refund, you can use ICBC’s estimator tool.
ICBC will provide all eligible customers with a refund in the same form of payment you paid in your last renewal.
- If you are on payment plan, your monthly payments will be adjusted.
- If you paid by credit card, the refund will be issued to the same card you paid with. You will receive a cheque in the mail if it is no longer valid.
- For all other payment forms, you will receive a cheque in the mail. You can also set up direct deposit on icbc.com to get your refund faster.
Refunds are expected to be issued by ICBC between May through July 2021.
Enhanced Care essentially introduces new coverages and benefits to ICBC Basic Autoplan. You’ll still need to consider optional coverages for extended third party liability, collision and comprehensive protection. Our service locations are also open for appointments and limited walk-in visits. We accept the following methods of payments over the phone:
- Credit card
- Payment plan (for eligible new plans an email of your preauthorized debit form or VOID cheque is required)
Customers facing financial hardship due to COVID-19 now have the option to defer their monthly ICBC insurance payment(s) for up to 90 days. The following option is available to defer your monthly ICBC payments:
- Use ICBC’s online resource tool to apply for a deferral, by 6pm at least one business day before your next payment is due
ICBC is committed to being flexible during this time. There will be no penalty if customers choose to defer their monthly payment and ICBC will also be waiving their policy that only allows a customer to defer their payments once per policy term. For customers whose monthly payment is returned (insufficient funds, etc.), ICBC will also waive the $18 associated NSF fee upon request.

- You can pay for your ICBC Autoplan by credit card or by payment plan

- After you’ve reviewed and approved your policy documents, your decal will be mailed to you and you’ll receive a copy of your policy documents

What you need really depends on the type of transaction you need to complete by phone. If supporting documents are required, we will need a scanned copy or photograph emailed to us during the call. Please ensure you have all documents prepared prior to calling in.
When renewing your car insurance, please have your ICBC Autoplan renewal notice and/or insurance papers and BC driver's licence on hand. If you are adding additional drivers, please be prepared with the driver’s licence number and date of birth for each driver you want to add to your policy. Alternatively, you can pre-list those who drive your car and get an estimate online within 44 days of your expiry date.
Tip: To reduce coverage all registered owners will need to be available by phone and email at the same time.
Transfer of Ownerships
All registered owners of the vehicle will need to be available by phone and email during the call. Owners should be prepared with their driver's licence as well as the driver’s licence number and date of birth for each driver you want to add to your policy.
Please go to ICBC.com for steps on how to transfer ownership of a vehicle and what you will need for support documents. Due to COVID-19, the Transfer/Tax Form (APV9T) is temporarily available for download; please note that original signatures are still required.
Out of Province Vehicles
To ensure you’re prepared, check out ICBC’s helpful Checklist for Out-of-Province Vehicle Registration which outlines vehicle requirements and what support documents are required to register a new or used vehicle imported to BC from a Canadian province, the U.S. or a foreign country. Please note that this checklist has not been updated with the new over the phone process in place due to COVID-19. You will need access to your email during the call and will have to email a copy (scan or clear picture) of all support documents, including the APV9T and your driver’s license. If possible, we recommend getting your BC driver's license first to ensure you are eligible for available discounts! Check out ICBC’s website on how to apply for a BC licence.

- If your car is driven less than 5,000 km in a year, be prepared with a picture of your current odometer reading (a potential discount may apply at your next renewal).
- Check your owner’s manual, or with your dealership, to see if your vehicle has factory-installed autonomous emergency braking (AEB). Vehicles equipped with AEB will be eligible for a discount.
After you’ve completed your ICBC Autoplan renewal by phone, both your decals, plate (if applicable) and hard copies of your insurance documents will be mailed to you. When the transaction is complete your coverage is in place and you can drive your vehicle before the decal arrives in the mail but please carry a copy of your insurance documents in your vehicle.
